(I-Newswire) December 27, 2009 - The Lasting Effects TM Permanent Cosmetic "Economic Opportunity Scholarships" has been a sucessful program for tuition reduction to train Permanent Cosmetic Technicians and we are pleased to offer the program again for 2010. The school is now in the seventh year of operation and is one of the only state approved, higher education schools in the USA dedicated to Permanent Cosmetic Education. It is affiliated with the Lasting Effects Clinic, a leader in the field for 20 years and scholarship sponsor.

Applicants must have a 2009 personal income of less than $ 46,000.00 a year, and apply by submitting a selection application. Students from across the county are welcome to apply. The "Permanent Cosmetic Technology" course teaches lifelike, hair stroke eyebrows, smooth eyeliner and blended lipliner using a professional machine. This technique, called "Natural Look" was invented by Lasting Effects TM owner Roxanne in 1991.

Job Settings for Permanent Cosmetic Technicians are varied- both inside or adjacent to salons & spas, medical offices or as their own private practice. Technicians usually work independently; they are considered a practitioner and the resident expert for the facility.
