For immediate release Avignon, France – October 28, 2008 – Régine Elkan, a French national residing near Avignon, France, filed a proposal for a bill mandating due diligence disclosure and provenance research to all French Museums with the Judiciary Committees of the French Assembly and Senate.
In 2002, Elkan filed a claim against the Carnavalet Museum in Paris, France for the restitution of a Fine French Furniture collection, called the “Bouvier” Collection. This claim was filed with a French State Commission in charge of Holocaust-related asset looting claims, the « Commission d’Indemnisation des Victimes de Spoliations » ( « CIVS » ). This art collection, one of the most prestigious XVIIIth Century French Furniture collections in the world, was initially bequeathed by Henriette BOUVIER, an antique dealer, to the Carnavalet Museum, in 1968.
Following the CIVS’s refusal to consider the claim, Elkan filed a lawsuit against the office of the French Prime Minister, claiming that the CIVS, the Carnavalet Museum, and the City of Paris refused to disclose the provenance information regarding the Bouvier Collection.
